§1. Congressional task force on voting rights of United States citizen residents of territories of the United States
This section establishes a Congressional Task Force on Voting Rights of United States Citizen Residents of Territories of the United States within the legislative branch, composed of 15 members appointed by House and Senate leadership in coordination with the chairs or ranking members of the Committees on Natural Resources, the Judiciary, House Administration (House), and Energy and Natural Resources, the Judiciary, and Rules and Administration (Senate).
The Speaker of the House designates the chair, with appointments required within 30 days of enactment and vacancies filled in the same manner.
Not later than 180 days after enactment, the Task Force must provide Congress a status update on collected information and urgent matters; not later than one year after enactment, it must issue a report to Congress on (1) economic and societal consequences of territorial disenfranchisement, (2) impediments to full voting rights in federal elections including for President and Vice President, (3) impediments to full House representation, (4) recommended changes for full voting rights in federal elections, (5) recommended changes for full House representation, and (6) other appropriate information—to the greatest extent practicable reflecting consensus views.
