This section requires the Secretary of State, not later than 120 days after enactment, to submit to the House Committee on Foreign Affairs and the Senate Committee on Foreign Relations a report evaluating the quality and adequacy of counterintelligence training for Department of State personnel at high-risk diplomatic posts. The report must include (1) a description of the content, frequency, and delivery format (e.g., in-person, virtual, or scenario-based) of such training; (2) an explanation of tailoring to specific regional or country-level threats; (3) identification of required or eligible personnel categories, including Foreign Service Officers, Diplomatic Security Service agents, and locally employed staff; (4) an assessment of interagency coordination; (5) a review of capability gaps or deficiencies; and (6) recommendations for improvements. The report must be unclassified but may include a classified annex, and the requirement sunsets two years after enactment.
