H.R. 43 — Alaska Native Village Municipal Lands Restoration Act of 2025

This section restructures subsection (c) of section 14 of the Alaska Native Claims Settlement Act (ANCSA), which requires Alaska Native Village Corporations to convey title to certain occupied lands and up to 1,280 acres to the State in trust for future municipal corporations or community needs upon patent issuance, and makes conforming and technical changes to headings, subparagraph designations, and phrasing. It further adds a new provision authorizing reversion to a Village Corporation of land previously conveyed to the State in trust for a future municipal corporation if none has been established as of enactment of the Alaska Native Village Municipal Lands Restoration Act of 2025, upon formal resolution by the corporation and village residents; prohibits requiring any additional such conveyances after enactment; and specifies that reversion is subject to valid existing rights, public access easements, and assumption by the corporation of any applicable leases or use agreements.
