H.R. 4300 — Commission of Fine Arts District of Columbia Home Rule Act

This section limits the Commission of Fine Arts' authority over the location of statues, fountains, and monuments to federally owned property in the District of Columbia (from all property in the District). It further specifies that such authority does not apply to (1) the U.S. Capitol, (2) any Library of Congress building, (3) any District-owned building, property, or project, or (4) any private building, property, or project. (Thus, the Commission reviews only federal projects in the District.)
