H.R. 4307 — Enhancing Detection of Human Trafficking Act

This section directs the Secretary of Labor to implement, not later than 180 days after the date of enactment, a program to provide training and periodic continuing education to Department of Labor (DOL) employees—particularly those in the Wage and Hour Division operating in states with a significant increase in oppressive child labor (as defined in section 3(l) of the Fair Labor Standards Act of 1938)—on identifying human trafficking relevant to their official duties. The training, which may be delivered in-class or virtually, must cover detection methods, victim identification, referral procedures to the Department of Justice and other authorities (with protections for victims' rights), current trends and best practices tailored to employees' locations or environments, and post-training evaluations by participants.

This section requires the Secretary of Labor, not later than one year after first implementing the program under section 3(a) and annually thereafter, to submit to the House Committee on Education and Workforce and the Senate Committee on Health, Education, Labor, and Pensions a report covering the preceding year on (1) the training and continuing education provided under the program, including an evaluation of its overall effectiveness and the number of individuals who completed it; and (2) the number of human trafficking detection cases referred by the Department of Labor to the Department of Justice and other authorities, along with the department's processes for measuring and tracking responses to such cases.
