H.R. 4308 — To amend the Energy Independence and Security Act of 2007 to reauthorize the Energy Efficiency and Conservation Block Grant Program, and for other purposes.

This section revises the Energy Efficiency and Conservation Block Grant Program—which provides formula and competitive grants to states, localities, and tribes to reduce fossil fuel emissions, total energy use, and improve efficiency in transportation, buildings, and other sectors—as follows: (1) amends the program purpose to include, as an additional strategy for reducing fossil fuel emissions, diversification of energy supplies including by facilitating and promoting the use of alternative fuels; (2) revises allowable uses of funds to include deployment of energy distribution technologies that increase energy efficiency or expand access to alternative fuels (e.g., distributed resources, district heating and cooling systems, and alternative fuel infrastructure); (3) authorizes competitive grants for projects including to expand the use of alternative fuels; (4) authorizes appropriations of $3.5 billion annually for FY2026 through 2030, with up to 1% for administrative costs; and (5) makes technical amendments to internal section references.
