This section establishes the National Concussion and Traumatic Brain Injury Clearinghouse to provide vetted best practices, medical knowledge, appropriate certifications, and research on concussions, traumatic brain injuries, and associated comorbidities to medical professionals (for patient care) and patients and stakeholders (to find professionals and access information). The Secretary of Health and Human Services, CDC Director, and Secretary of Labor jointly designate a federal official to create and maintain the clearinghouse within 120 days of enactment (or the CDC Director by default if no agreement within 60 days) and authorizes arrangements with nonprofits, consumer groups, agencies, or media for information dissemination.
