H.R. 4313 — Hospital Inpatient Services Modernization Act

This section requires the Secretary of Health and Human Services to conduct an additional study, by September 30, 2028, of the Acute Hospital Care at Home initiative—a Centers for Medicare & Medicaid Services (CMS) waiver program allowing hospitals to furnish acute-level hospital care in Medicare beneficiaries' homes—and to submit a report on the study to the House Ways and Means Committee and Senate Finance Committee by the same date. The study must analyze and compare, to the extent practicable and controlling for selection bias, hospital-established eligibility criteria; quality of care and outcomes (e.g., readmissions, mortality, length of stay, infections); care team composition and staffing; clinical conditions and diagnosis-related groups; costs (e.g., staffing, equipment); service quantity, mix, and intensity (e.g., in-person vs. virtual visits); patient socioeconomic data (e.g., race, income, dual eligibility); and metrics for emergency department admissions vs. inpatient transfers. This section makes conforming amendments to the existing study under subsection (b)—renaming it the "initial study" and expanding data submission requirements thereunder to reference the new study—allows the Secretary to require data via hospital cost reports, surveys, medical records, or other means, and appropriates $2.5 million to the CMS Program Management Account for FY2026 (available until expended) to carry out the new study.
