H.R. 432 — Seventh Amendment Restoration Act

This section amends the Administrative Procedure Act (APA) to authorize a person against whom an action is brought before an agency hearing officer—defined as an administrative law judge or another agency employee authorized to hear the action—to remove that action to any federal district court in which the person resides or has a principal place of business. The notice of removal is filed in the same manner as under 28 U.S.C. 1446 (governing removal from state court).
