This section requires the Secretary of Defense, as part of the traumatic brain injury initiative established by Section 735 of the James M. Inhofe National Defense Authorization Act for Fiscal Year 2023 (P.L. 117-263), to establish a working group—composed of Armed Forces members, Department of Defense civilian employees, and non-federal experts in traumatic brain injury clinical care, biomedical informatics, engineering, or implementation science—to develop a strategy for treating traumatic brain injuries through digital health technologies. The strategy must include (1) identification of capability gaps addressable by artificial intelligence and digital health technologies; (2) analysis of existing research, development, acquisition efforts, and commercial off-the-shelf solutions; (3) recommendations for advances to address gaps and improve treatment; and (4) an investment plan to advance technology and knowledge readiness levels. The Secretary must brief the congressional defense committees on the strategy by September 30, 2026.
