The section further finds that the Department of Education's current organization promotes student achievement and equal access to education through 18 specified offices and institutes (e.g., Federal Student Aid, Institute of Education Sciences, Office for Civil Rights, Office of Elementary and Secondary Education).

This section prohibits the Department of Education from using funds appropriated by previous acts for obligation or expenditure in the current fiscal year to implement any reorganization that decentralizes the Department, reduces its staffing levels, or alters its responsibilities, structure, authority, or functionality relative to its organization and operations as of January 1, 2025.
