H.R. 4330 — To amend the Internal Revenue Code of 1986 to establish the Early Childhood Education Trust Fund consisting of amounts paid for the estate tax and made available to fund child care services, and for other purposes.

This section establishes the Early Childhood Education Trust Fund in the Treasury, effective December 31, 2025, to be funded annually by appropriations equivalent to 15% of estate tax revenues under IRC §2001 (of which at least 25% for grants). It directs the Secretary of Health and Human Services to award supplemental child care supply grants to each Child Care and Development Block Grant Act of 1990 (CCDBG) lead agency from trust fund amounts (in addition to other CCDBG authorizations), allotted according to the CCDBG formula in 42 U.S.C. §9858m, without regard to state plan requirements for maintaining public records of parental complaints in 42 U.S.C. §9858c(c)(3)(C), other requirements in §9858c(c)(3)(E), or matching funds requirements in 42 U.S.C. §9858e. (As background, CCDBG provides formula block grants to states for child care subsidies to low-income working families, quality improvements, and supply expansion.)

This section decreases the basic exclusion amount for estate and gift taxes to $7 million (from $15 million) and updates related inflation adjustment base years from 2011 to 2026 and from 2010 to 2025. The changes apply to estates of decedents dying, and gifts made, after December 31, 2025.
