H.R. 4335 — Abraham Accords Defense Against Terror Act

This section establishes a U.S. policy to counter threats from Iran and Iran-aligned entities (e.g., Hezbollah, Houthis) in the Middle East and North Africa by enhancing security assistance to allies and partners. It directs the Secretary of State to identify qualifying countries—those that have normalized diplomatic relations with Israel and are engaged in regional security cooperation against such threats—and to expedite approvals for sales or leases under Arms Export Control Act (AECA) §§3, 21, or 36 (22 U.S.C. §§2753, 2761, 2776); export licenses or approvals under AECA §38 (22 U.S.C. §2778); or transfers of excess defense articles (i.e., no-cost transfers from DoD stocks) under Foreign Assistance Act §516(c)(2) (22 U.S.C. §2321j(c)(2)). Expedited procedures require the President to submit a certification to Congress at least 15 calendar days before approval—regardless of standard notification periods in those sections—including (1) why the transaction furthers the stated policy and (2) steps to prevent sensitive U.S. technology from reaching China or Russia. It further requires the Secretary to submit to the House Committee on Foreign Affairs and Senate Committee on Foreign Relations, not later than 60 days after enactment and every 60 days thereafter, an unclassified strategy (with classified annex) covering Iran-related threats; implementation metrics and multilateral cooperation; interoperability challenges; interim capabilities; and pending sales over $25 million (including delivery timelines and process improvements).
