H.R. 4337 — Congressional Oversight Access Act

This section prohibits any officer, agent, contractor, or employee of the executive branch from using physical force, detaining, removing, or otherwise physically interfering with a Member of Congress who (1) is conducting a covered oversight activity (i.e., official review, monitoring, investigation, or visitation related to federal laws, court orders, programs, policies, or operations); (2) presents valid congressional identification or self-identifies as a Member; (3) is on federally controlled property (i.e., federal buildings, land, or other real property, including detention centers); and (4) poses no clear and imminent physical threat to persons or property. The prohibition does not exempt Members from lawful security screening or access procedures and does not preclude necessary action against an imminent threat.
