H.R. 4338 — Weather-Safe Energy Act of 2025

This section establishes the Weather-Safe Energy Platform, an open-access digital tool to provide high-resolution meteorological and hydrological data for U.S. electricity system planning and operations. The Secretary of Energy (DOE) must submit an initial report to Congress within 6 months of enactment summarizing relevant federally funded research and planned actions; make the platform available within 2 years, incorporating specified data on variables, historical records, projections, ensemble scenarios, and research updates with stakeholder input from utilities, grid operators, regulators, and experts; and implement a data strategy with metadata, use cases, and regular reviews. The section further directs DOE to support research on extreme weather impacts on electricity systems through competitive grants, contracts, and cooperative agreements to federally funded research centers, institutions of higher education, and other research institutions, with integration of findings into the platform. DOE must provide technical assistance, including workshops, training, and support for using platform data in models. Finally, DOE must report to Congress within 5 years of enactment, and every 3 years thereafter, on funding, outcomes, platform development, and advancements.
