H.R. 4343 — United States-Greece Security Cooperation Reporting Act

This section states congressional findings on the U.S.-Greece security relationship, including the Mutual Defense Cooperation Agreement updated October 14, 2021; the strategic importance of locations such as Alexandroupolis, Larisa, Stefanovikio, and Souda Bay; the Port of Alexandroupolis as a logistical hub; Naval Support Activity Souda Bay; and the need for continued assessment of U.S. military posture and security cooperation with Greece.

This section directs the Secretary of Defense, in coordination with the Commander of U.S. European Command, to submit to the House and Senate Armed Services Committees, not later than 120 days after enactment, a report on the security relationship between the United States and the Hellenic Republic. The report must include (1) a description of U.S. basing rights under the updated U.S.-Greece Mutual Defense Cooperation Agreement signed on October 14, 2021; (2) a description of U.S. activities and investments on those bases since that date; (3) a projection of investments needed for U.S. basing rights at Alexandroupolis; (4) an analysis of potential additional bases or expanded U.S. military presence in Greece, particularly on Greek islands; and (5) an assessment of security cooperation under subtitle B of title XIII of division A of the National Defense Authorization Act for Fiscal Year 2022 (i.e., the U.S.-Greece Defense and Interparliamentary Partnership Act of 2021).
