H.R. 4358 — Anti-Rigging Act of 2025

This section provides a short title for the Act—“Anti-Rigging Act of 2025”—and includes a congressional finding of constitutional authority to regulate state congressional redistricting following House apportionment, pursuant to Article I, section 4 (elections clause), and section 5 of the Fourteenth Amendment (enforcement of apportionment requirements).

This section prohibits a state that has redistricted congressional districts after an apportionment under 2 U.S.C. 2a from conducting another redistricting until after the next apportionment, unless required by a court to comply with the Constitution or enforce the Voting Rights Act of 1965. (Thus, states generally may redistrict only once per decennial census cycle.)

This section specifies that nothing in this Act affects the manner in which a State carries out elections for State or local office, including the process by which a State establishes the districts used in such elections.
