H.R. 4374 — American Homeowner Crypto Modernization Act of 2025

This section directs the heads of covered agencies—the Department of Housing and Urban Development (HUD), Department of Agriculture (USDA), Department of Veterans Affairs (VA), and Federal Housing Finance Agency (FHFA)—to update their automated mortgage underwriting programs, guidelines, standards, and systems within 24 months of enactment. The updates must require participating mortgage lenders to consider, in the mortgage credit evaluation process, the value of any digital assets (i.e., digital representations of value recorded on a cryptographically secured distributed ledger or similar technology) held by a borrower in a brokerage account associated with a cryptocurrency exchange. (For FHFA, the requirement applies to the underwriting programs of the Federal National Mortgage Association (Fannie Mae) and Federal Home Loan Mortgage Corporation (Freddie Mac).)
