H.R. 4375 — Great Lakes Icebreaker Act of 2025

This section requires the Coast Guard Commandant, within 90 days of enactment, to submit to specified congressional committees a strategy for completing design and construction of a Great Lakes icebreaker at least as capable as the Coast Guard Cutter Mackinaw (WLBB-30), including a cost estimate and expedited delivery timeline. The section also directs the Commandant to conduct a pilot program during the five ice seasons beginning after enactment to assess the Great Lakes icebreaking fleet's capability to keep tier one and tier two waterways open 95 percent of the time, with reports to the committees within 180 days after each season detailing results and any new performance measures. This section revises the public reporting requirement under sec. 11213(f) of the Don Young Coast Guard Authorization Act of 2022 (P.L. 117-263) to require the Commandant to publish on the Coast Guard website, by July 1 after the first winter following submission of a specified report, details on the cost of meeting proposed Great Lakes icebreaking standards. The section further amends sec. 11272(c) of the James M. Inhofe National Defense Authorization Act for Fiscal Year 2023 by adding a new par. (7) that requires the Commandant to brief the committees on Transportation and Infrastructure and Commerce, Science, and Transportation within 30 days of enactment of the Coast Guard Authorization Act of 2025 on FY2024 costs of complying with sexual assault forensic exam procedures on Coast Guard vessels (14 U.S.C. 564), with additional briefings by November 2025 on FY2025 costs and by November 1, 2026, on FY2026 costs.
