H.R. 4378 — District of Columbia Board of Zoning Adjustment Home Rule Act

This section revises the composition of the District of Columbia Board of Zoning Adjustment (BZA)—which grants zoning variances and special exceptions—to consist of five members appointed by the Mayor with the advice and consent of the Council, each a resident of the District of Columbia (previously structured with three such appointees and others). It further amends federal law governing BZA functions for foreign mission chancery applications (22 U.S.C. 4306(i)) to require that, for such cases, (1) a Presidentially designated federal official (i.e., Secretary of Defense, Secretary of the Interior, Administrator of General Services, or Director of the National Park Service) serve as a member in lieu of one BZA member designated by the Mayor, and (2) the Executive Director of the National Capital Planning Commission serve in lieu of another BZA member designated by the Mayor. The amendments take effect 90 days after enactment.
