H.R. 439 — Veterans Foreign Medical Coverage Equality and Modernization Act of 2025

This section requires the Department of Veterans Affairs (VA) to furnish hospital care and medical services outside any state to veterans with a service-connected disability rated as permanent and total who are otherwise eligible for such care, if the care or services are consistent with standard medical practices in the United States and any prescription medications furnished are approved by the Food and Drug Administration. (As background, current law generally prohibits VA from furnishing such care outside states except in limited circumstances, such as for service-connected care in the Philippines or Canada or for certain veterans in the Freely Associated States.) The section also requires VA, in implementing these authorities, to (1) enable reimbursements to veterans and providers via direct deposit to expedite payments, improve efficiency, and reduce costs; and (2) ensure VA mobile applications support digital submission and real-time tracking of required forms and documentation, as well as access to related authorization and continuity-of-care documents. The amendments apply to care furnished on or after 90 days following enactment, and VA must submit to Congress, not later than two years after enactment, a report analyzing implementation, challenges encountered, and efficacy.
