This section states congressional findings that (1) the Department of State's allocation of personnel and resources in areas of strategic concern should reflect U.S. national security and foreign policy priorities; (2) the Department's Strategic Staffing Initiative of 2020 recognized the need for continuous, high-level examination of its diplomatic posture; and (3) the Department should strengthen its capacity to advance U.S. national security and foreign policy objectives by adjusting its diplomatic posture and strategic goals to reflect those priorities and by clearly communicating such adjustments to Congress.
This section requires the Secretary of State, acting through a designated Coordinator with expertise in international relations and data-driven management, to submit to the appropriate congressional committees an initial classified comprehensive United States diplomatic posture review report (USDPR Report), with an unclassified summary, not later than 180 days after enactment, and annual updates thereafter. The report must assess all Department of State diplomatic and consular posts and domestic offices; services to U.S. citizens overseas; resource needs; impacts of strategic priorities; foreign assistance by country and account; financial arrears; prior-year operating costs by post; planned personnel and resource changes; and required interagency resources. This section further requires a classified briefing to the committees not later than 30 days after each report on the review, Department actions, and additional statutory resources needed.
