This section declares it the policy of the United States to collaborate with allies and partners to build secure and resilient critical mineral supply chains—including mining, processing, valuation, and advanced manufacturing—while prioritizing domestic production and exports, reducing reliance on supply chains controlled by China, Russia, Iran, or other strategic competitors, and using market-based incentives and foreign policy tools. The section authorizes the President to negotiate an international agreement establishing a coalition of member countries to facilitate critical mineral mining, processing, supply, and dependent manufacturing, with negotiating objectives to (1) build resilient supply chains and economies of scale; (2) provide market-based incentives, joint projects, infrastructure cost-sharing, financing, and insurance for mining, processing, and manufacturing; (3) establish rules for tax incentives, labor rights protections, environmental safeguards, and community safety; (4) advance economic growth in developing countries; (5) create a consortium to compete for deposits in nonmember countries; (6) enable joint resource mapping; (7) recognize and enforce environmental judgments; and (8) provide national treatment investment protections. The section authorizes the Minerals Security Partnership.
