H.R. 4412 — Joint Chiefs Reauthorization Act of 2025

This section revises the Joint Chiefs Landscape Restoration Partnership program, which coordinates Forest Service and Natural Resources Conservation Service authorities (excluding the Conservation Reserve Program) to implement restoration activities across National Forest System, state, tribal, and private lands. Specifically, it (1) expands eligible activities to include wildfire recovery and enhancement of soil, water, and related natural resources; (2) requires the Chief of the Natural Resources Conservation Service to consider Forest Service management plans and collaborate using best available science; (3) modifies evaluation criteria for project proposals to include reductions in post-wildfire impacts and priorities identified in state forest action plans or similar plans (e.g., state wildlife or water plans); (4) revises limitations on program activities to prohibit inconsistencies with Forest Service roadless area conservation rules (66 Fed. Reg. 3244); and (5) extends program authorization through 2031 (from 2023).
