This section requires the Secretary of Energy to relocate the Office of Fossil Energy and Carbon Management from Washington, DC, to Pittsburgh, Pennsylvania, by December 31, 2026, notwithstanding 4 U.S.C. 72 (which generally requires offices attached to the seat of government to be exercised in the District of Columbia). It further directs the Secretary to submit a report to Congress no later than one year after the relocation describing (1) any employee attrition from the office during and after the relocation, (2) the extent to which such attrition is attributable to the relocation, (3) how the Secretary will address such attrition, and (4) how the relocation affected employees' ability to negotiate conditions of employment through representatives.
