H.R. 4422 — Don’t Feed the Bears Act of 2025

This section directs the Secretary of the Interior to enforce existing regulations prohibiting wildlife feeding—including bear baiting (i.e., intentionally feeding bears to entice them for hunting)—in National Park System units (36 C.F.R. § 2.2(a)(2)) and national wildlife refuges (50 C.F.R. § 32.2(h)). The section further requires the Secretary of the Interior, for Bureau of Land Management-administered lands, and the Secretary of Agriculture, for National Forest System lands, to issue and enforce similar prohibitions on bear baiting within one year of enactment. All such regulations include an exception for extraordinary cases involving bear welfare, public safety, or authorized wildlife research.
