H.R. 4424 — SHIELD Act

This section amends SSA §303(a) (42 U.S.C. 503(a)) to require, as a condition for certification of state unemployment insurance laws, that states deny regular unemployment compensation for any week an individual is unemployed due to a strike or other labor dispute (other than a lockout) in which the individual (A) participates, (B) provides financial support, or (C) has a direct interest. The section also repeals the labor dispute eligibility provision in FUTA §3304(a)(5) (26 U.S.C. 3304(a)(5)). Amendments apply beginning two years after enactment, though states may amend their laws earlier.
