H.R. 4440 — Protecting Federal Employee Rights to Personnel Files Act of 2025

This section establishes requirements for federal agencies and the Office of Personnel Management (OPM) to provide copies of an employee's official personnel record file (OPF)—which contains an individual's federal employment history, performance ratings, and related documents—in both electronic and physical form. Specifically, it (1) requires agencies to provide current employees a copy within seven days of a request; (2) requires agencies to provide separating employees (on or after enactment) a copy within seven days of separation; and (3) requires OPM to provide previously separated employees a copy within 21 days of a request.
