H.R. 4464 — Preventive Health Savings Act

This section establishes a new process for the Congressional Budget Office (CBO) director to assess, upon request by the chair and ranking minority member of the Budget Committee and the primary jurisdiction committee in either chamber, whether proposed legislation would produce net reductions in budget outlays during the "budgetary outyears" (i.e., two consecutive 10-year periods beginning 10 fiscal years after the current fiscal year) through preventive health care (i.e., actions to protect, promote, and maintain health and prevent disease using evidence-based interventions). If such savings are identified, CBO must include a description, estimate, and basis for the reductions in relevant projections, which may cover budgetary outyears notwithstanding standard projection periods; however, these estimates are supplementary and cannot be used for compliance with the Congressional Budget Act of 1974 or other enforcement mechanisms. (Thus, the provision enables consideration of long-term preventive health savings beyond the typical 10-year budget window without affecting scorekeeping for enforcement.)
