§2. Informational campaign and national strategy
This section directs the Attorney General, acting through the Drug Enforcement Administration Administrator and in consultation with specified federal officials, to establish and implement within one year of enactment an informational campaign educating covered students on the dangers of working with cartels or transnational criminal organizations. The section further directs the Secretary of Homeland Security to establish and implement a national strategy to combat such organizations targeting and recruiting minors (i.e., individuals under 18 years of age) for unlawful smuggling or trafficking activities. The section defines "covered student" as middle grades and high school students (as defined in section 8101 of the Elementary and Secondary Education Act of 1965) in U.S. communities 100 miles or less from the U.S.-Mexico border and provides definitions for "transnational criminal organization."
