This section amends section 105(a) of the Housing and Community Development Act of 1974 by inserting a reference to activities otherwise authorized under new section 123 and adds section 123 to establish a competitive grant program administered by notice by the Secretary of Housing and Urban Development. Section 123 defines terms—including "eligible manufactured housing community" (affordable to low- and moderate-income households not exceeding 120% of area median income that is or will be resident-owned or maintained affordable), "eligible recipient" (e.g., local governments, housing authorities, nonprofits, community development financial institutions certified under 12 U.S.C. 4702, Indian tribes), "manufactured housing community," and "resident health, safety, and accessibility activities"—and authorizes grants for eligible projects such as infrastructure improvements, reconstruction or replacement of homes (prohibiting rehabilitation of pre-June 15, 1976, units and requiring replacements to meet Manufactured Home Construction and Safety Standards), planning, and resident services. The Secretary must prioritize grants benefiting low- and moderate-income residents and preserving long-term affordability. (Thus, the program supports preservation of affordable manufactured housing communities, which provide housing for low-income households and are often at risk of closure or conversion to other uses.)
