H.R. 4480 — Improving Disaster Assistance for Veterans Act

This section establishes in the Federal Emergency Management Agency (FEMA) a Veteran Advocate appointed by the President to advocate for the fair treatment of veterans receiving assistance under the Robert T. Stafford Disaster Relief and Emergency Assistance Act. The Veteran Advocate must (1) participate in disaster declaration processes under section 401 and emergency declaration processes under section 501 to ensure veterans' needs are addressed; (2) serve as the primary point of contact between veterans service organizations and FEMA; (3) identify opportunities to expand veteran recruitment for FEMA employment, including reservist positions; and (4) conduct other activities as directed by the FEMA Administrator. This section states that neither it nor the amendment made by it authorizes any major disaster or emergency assistance under the Stafford Act beyond that authorized as of enactment.
