H.R. 4484 — ADAPT Act

This section revises the definition of qualified psychologist services under Medicare Part B—diagnostic, evaluation, or treatment services for mental or behavioral disorders—to include services furnished by an advanced psychology trainee (i.e., a doctoral intern or postdoctoral resident in an accredited American Psychological Association program) under the general supervision (i.e., overall direction and control without required presence) of a clinical psychologist and billed by the supervising psychologist (effective for services furnished one year after enactment). It further directs the Secretary of Health and Human Services to develop a "GC" modifier code within one year of enactment for billing such services.

This section directs the Secretary of Health and Human Services, not later than one year after enactment, to issue and disseminate guidance to states on strategies to overcome barriers to Medicaid and Children's Health Insurance Program (CHIP) coverage of services furnished by advanced psychology trainees (as defined in section 1861(ii)(2) of the Social Security Act). The guidance must include technical assistance and best practices regarding (1) recommended legal mechanisms for such coverage, (2) recommended billing codes and code modifiers, and (3) examples of states that have used Medicaid or CHIP waivers to enable such coverage.
