H.R. 4500 — HELP Act

This section exempts covered livestock hauling vehicles—including their operators and unladen vehicles picking up or returning from livestock delivery—from hours-of-service requirements under 49 U.S.C. subchapter III of chapter 311 and chapter 315 and from electronic logging device requirements under 49 U.S.C. §31137. (As background, hours-of-service rules limit commercial motor vehicle (CMV) driver duty time to reduce fatigue-related crashes; electronic logging devices automatically record those hours.) A covered livestock hauling vehicle is a CMV (as defined in 49 U.S.C. §31132) transporting livestock—insects; animals cultivated, grown, or raised for commercial purposes; or live aquatic animals caught, taken, or harvested (incorporating the definition in 7 U.S.C. §1471).
