H.R. 4510 — Healing Partnerships for Survivors Act

This section authorizes grants under the Family Violence Prevention and Services Act (FVPSA) for eligible entities to develop, implement, and improve trauma-informed partnerships and services with health and wellness providers or systems, behavioral health programs, disability programs, or community-based sexual assault programs to support survivors of sexual assault across the lifespan, including adult survivors of childhood sexual abuse. Eligible entities include State, territorial, or tribal sexual assault coalitions; nonprofit community-based sexual assault programs (e.g., rape crisis centers or culturally specific organizations) with a history of serving survivors; and Indian tribes or tribal organizations. Grant activities may include prevention, screening, treatment (e.g., therapy, support groups, substance-use services), training, and privacy protections in compliance with applicable laws; grantees must submit reports and evaluations to the Secretary. Additionally, the section directs the Secretary to award up to 10% of appropriated funds under FVPSA section 303(d) to eligible nonprofits with sexual assault expertise for training and technical assistance to grantees and potential grantees.
