This section prohibits federal funds from being made available to conduct, support, or fund (directly or indirectly) covered research on qualified animals, notwithstanding any other provision of law. Covered research means any research studying the effects of drugs, hormones, surgery, or other interventions that alter a qualified animal's body to no longer correspond to its biological sex (including by disrupting development, inhibiting natural functions, or modifying physical appearance); qualified animals means non-human vertebrates (i.e., mammals, birds, fish, reptiles, and amphibians), excluding excepted animals that naturally change sex during their lifetime or possess both male and female reproductive organs.
