H.R. 4519 — District of Columbia Sister City Integrity Act

This section prohibits the District of Columbia government from entering into Sister City relationships with jurisdictions located in foreign adversary countries (i.e., covered nations as defined in 10 U.S.C. 4872(f)(2)). It requires the District to terminate any existing such relationships by the earlier of their specified term or 180 days after enactment. It further prohibits the District's use of federal funds for liaison and outreach services to diplomatic and international communities unless the District certifies compliance to the President.
