H.R. 4520 — SBIR/STTR Application Assistance Act

This section requires the Small Business Administration (SBA) to provide small business concerns with assistance in applying to Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs, including assistance to increase participation by states historically receiving low levels of such awards. The section further directs SBA, not later than 90 days after enactment, to modify SBIR policy directives to require enhanced outreach to increase participation by individuals conducting research at minority institutions (i.e., historically Black colleges and universities and other minority-serving institutions, as defined in 20 U.S.C. 1067k) and Hispanic-serving institutions (as defined in 20 U.S.C. 1101a(a)); and to establish STTR policy directive procedures for similar outreach to such institutions. (SBIR and STTR programs provide federal R&D funding to small businesses to promote technological innovation and commercialization.)
