H.R. 4521 — Save our Allies Congressional Gold Medal Act

This section states congressional findings recognizing the heroism of Chad Robichaux, Sarah Verardo, and 12 Special Operations veterans—known as the "13 modern-day avengers"—in evacuating over 17,000 Afghan allies and others from Taliban-controlled Afghanistan during the 2021 U.S. withdrawal, including over 12,000 rescued in 10 days from Hamid Karzai International Airport and an additional 5,000 via alternate routes, as well as establishing ongoing border evacuation routes.

This section authorizes the Speaker of the House of Representatives and the President pro tempore of the Senate to present a single Congressional Gold Medal of appropriate design to Chad Robichaux, Sarah Verardo, Tim Kennedy, Kevin Rourke, Sean Gabler, Dave Johnson, and Dennis Price, in recognition of their exceptional efforts and selfless dedication during the Afghanistan evacuation in 2021, which led to the safe evacuation of over 17,000 people from Taliban-controlled Afghanistan. The section directs the Secretary of the Treasury to strike the medal with suitable emblems, devices, and inscriptions and requires its transfer to the Smithsonian Institution following presentation for display as appropriate and research purposes, with a sense of Congress that it be displayed outside the District of Columbia at locations associated with their service in the evacuation.

This section authorizes the Secretary to strike and sell bronze duplicates of the gold medals struck under section 3 at a price sufficient to cover production costs, including labor, materials, dies, use of machinery, and overhead expenses.

This section designates medals struck pursuant to this Act as (1) national medals for purposes of chapter 51 of title 31, United States Code, and (2) numismatic items for purposes of sections 5134 and 5136 of title 31, United States Code.

This section authorizes charges against the United States Mint Public Enterprise Fund for the costs of medals struck pursuant to this Act and directs deposit of proceeds from the sale of duplicate bronze medals authorized under section 3 into the fund.
