H.R. 4523 — To make technical amendments to title 49, United States Code, as necessary to improve the Code.

This section makes technical and conforming amendments to 49 U.S.C. chapter 224, governing the Railroad Rehabilitation and Improvement Financing (RRIF) program. The amendments (1) restructure and reformat definitions in section 22401; (2) insert cross-references to other title 49 provisions, statutory citations (e.g., to the Federal Credit Reform Act of 1990 (2 U.S.C. 661c(b)(1)) and Public Law 117–58), and minor grammatical corrections throughout sections 22402 and 22403; and (3) make similar clarifications and formatting changes to sections 22405 and 22406.

This section makes technical corrections to statutory cross-references. Specifically, it (1) amends 49 U.S.C. §116(d)(1)(B), relating to the National Surface Transportation and Innovative Finance Bureau, by inserting "of this title" after "sections 22401 through 22403"; (2) amends sec. 21303(1) of the Surface Transportation Investment Act of 2021 (49 U.S.C. 22402 note) by replacing "section 22402(b)(1)(E)" with "section 22402(b)(1)(F)"; and (3) amends 49 U.S.C. §22905(c)(2)(B), relating to grant conditions, by inserting "of this title" after "section 22404".
