H.R. 4527 — Health Records Enhancement Act

This section directs the Secretaries of Defense and Veterans Affairs, not later than one year after enactment, to jointly ensure that Department of Defense and Department of Veterans Affairs health records of a deceased enrollee may be supplemented—but not modified—with observed health conditions and other relevant health information provided by (1) an individual designated by the deceased enrollee or (2) if no individual is designated, an immediate family member (i.e., spouse, parent, sibling, adult child, or adult in loco parentis). It requires the Secretaries to establish a designation process and defines deceased enrollee as an individual enrolled in the VA patient enrollment system (under 38 U.S.C. 1705(a)) or entitled to TRICARE coverage (as defined in 10 U.S.C. 1072) at the time of death.
