H.R. 4532 — American Cooperation with Our Neighbors Act

This section requires the Secretary of State, in coordination with the USAID Administrator, to submit to the House Committee on Foreign Affairs and the Senate Committee on Foreign Relations, not later than 270 days after enactment, an unclassified strategy to strengthen subnational cooperation between the United States and Mexico for the purposes of—(1) enhancing law enforcement cooperation at the local, state, and federal levels to curb fentanyl trafficking and other synthetic opioids, including through technical assistance, professional development exchange programs, and data sharing; (2) bolstering subnational dialogue and capacity building involving federal and local governments, civil society, faith-based organizations, and business leaders on local issues including fentanyl trafficking; and (3) strengthening capacity building and providing resources for border towns and community organizations. It further requires the President to submit an unclassified update on the strategy's implementation, effectiveness, lessons learned, and planned changes to the same committees not later than two years after the initial strategy's submission. It prohibits implementation of data-sharing activities under the strategy until the Secretary of State notifies additional specified congressional committees (i.e., Judiciary, Homeland Security, Foreign Affairs/Relations, and Intelligence committees in both chambers).

This section directs the Secretary of State, in consultation with the Secretary of the Treasury, to conduct a review, balancing costs and benefits, of steps to expand financial access to Caribbean Community (CARICOM) member states—including (1) enforcement of international laws and compliance standards, (2) reporting requirements pertaining to narcotics trafficking and illicit finance, (3) possible expansion of embassies and consulates in the region, and (4) programming pertaining to access to capital—and to submit a report on the findings to the House Committees on Foreign Affairs and Financial Services and the Senate Committees on Foreign Relations and Banking, Housing, and Urban Affairs.
