H.R. 4539 — Texture Positive Act of 2025

This section authorizes the Secretary of Labor to award competitive grants to states for awarding competitive subgrants to eligible entities (i.e., minority- or women-owned corporations, LLCs, associations, or companies established at least five years prior to enactment with experience providing textured hair training and an IRS employer identification number; excludes individuals, cosmetology school consortia, and cosmetology schools that have received other federal funds). Eligible entities must use subgrant funds to provide cosmetology school students with education and technical training on shampooing, deep conditioning, braiding, twisting, and styling textured hair (i.e., coiled, curly, or wavy hair in its natural state) as part of the school curriculum and may use funds to develop the training, hire and train instructors, or provide digital training (e.g., prerecorded videos). State grants last four years and are renewable by the Secretary; subgrants last six months and are renewable by the state based on eligible entity reports detailing subgrant use, participating cosmetology schools (i.e., schools training students for cosmetology employment), trained instructors, and trained students, which states must summarize in reports to the Secretary.
