H.R. 4540 — Military Family GI Bill Promise Act

This section expands eligibility to transfer up to 36 months of Post-9/11 GI Bill educational assistance to dependents by (1) including separated members of the uniformed services and (2) adding as a new criterion 10 years of service in the uniformed services, at least 6 of which were in the Armed Forces (previously, eligibility required 6 years in the Armed Forces plus an agreement to serve 4 more years, or as prescribed by regulation). It further authorizes such transfers to be executed at any time (previously, only while serving as a member of the Armed Forces). (As background, the program promotes recruitment and retention by allowing eligible service members and certain veterans to transfer tuition assistance, a monthly housing allowance, and a books/supplies stipend to dependents described in 10 U.S.C. § 1072(2)—i.e., spouses, children, and certain other family members.)
