This section prohibits any federal officer or employee from prescribing or enforcing regulations that impose limitations or prohibitions on firearm magazines based on magazine capacity. It further amends 18 U.S.C. § 927 to declare that state or local laws imposing any limitation, prohibition, or penalty on firearm magazines based on capacity have no force or effect. The section defines "firearm magazine" as a fixed or detachable device used to store and feed ammunition into a firearm and "capacity" as the number of rounds of ammunition that can be stored in the magazine (18 U.S.C. § 921(a)(39)). The amendments apply to conduct engaged in 30 or more days after enactment.
