H.R. 455 — Protecting Higher Education from Foreign Threats Act

This section establishes a prohibition on employment of instructors funded by the Chinese Communist Party (CCP) at institutions of higher education by making any such institution ineligible to receive federal funds or other financial assistance under any federal program for the award year in which it employs a CCP-funded instructor. A CCP-funded instructor is defined as a professor, teacher, or other individual who provides direct instruction to students and received CCP funds, directly or indirectly, while employed by the institution; eligibility may be regained in a subsequent award year upon demonstrating to the Secretary of Education that the institution no longer employs such an instructor.
