H.R. 4555 — Student Loan Contract Act of 2025

This section amends requirements for master promissory notes (MPNs) under the Federal Family Education Loan (FFEL) Program by (1) renaming any such form developed or used for Direct Loans for periods of enrollment beginning on or after enactment as a "student loan contract"; and (2) limiting a student loan contract to Direct Loans for periods of enrollment in the same award year as the initial loans under that contract. (As background, MPNs are legal documents authorizing disbursement of federal student loans and previously could cover multiple loans over up to 10 years.) This section also makes a conforming amendment to private education loan disclosure requirements to reference student loan contracts.
