H.R. 4564 — Dillon’s Law

This section expands the preference for awarding asthma grants to states that authorize trained personnel—including certain non-school employees—to administer epinephrine delivery systems at elementary and secondary schools. Specifically, it (1) revises references from "school personnel" to "trained personnel," (2) adds a special rule allowing schools to treat qualifying non-employees as trained personnel if they meet specified requirements and the state attorney general reaffirms the state's certification, (3) strikes ", such as the school nurse" from the training requirements, (4) replaces "auto-injectable epinephrine" with "epinephrine delivery systems," and (5) makes a technical correction. (The asthma grant program supports access to care, education, medications, and services to manage pediatric asthma in high-prevalence areas.)
