H.R. 4579 — FEMA Cybersecurity Improvement Act

This section amends the authority of the FEMA Administrator and CISA Director to develop guidance and best practices, in consultation with the private sector, to assist private sector emergency preparedness and response by (1) striking the limitation to practices as of the day before August 3, 2007; (2) adding a new paragraph (3) on mitigating cybersecurity risks (as defined in section 2200) that could impede agency operations; and (3) redesignating paragraphs (3) through (8) as paragraphs (4) through (9). It further requires the FEMA Administrator, in consultation with the CISA Director, to submit to the House and Senate Homeland Security Committees and the House Transportation and Infrastructure Committee and Senate Homeland Security and Governmental Affairs Committee, not later than one year after enactment, a report on agency progress to mitigate such cybersecurity risks.
