This section authorizes the President to award the Medal of Honor to retired Colonel Philip J. Conran under 10 U.S.C. §9271 for acts of valor on October 6, 1969, in Laos during the Vietnam War—for which he previously received the Air Force Cross—notwithstanding time limitations in 10 U.S.C. §9274 (i.e., the requirements that awards be made within five years of the act, with a recommendation statement made within three years).
